After a distinguished 35 year-long career in the Royal Canadian Military Police (RCMP), Ron spent a decade as Director of Member Services for the RCMP Veterans’ Association Ottawa Division, acting as guide and navigator for retired RCMP members who are seeking access to pensions, benefits, and services. His vast volunteer work includes reaching out to isolated individuals and helping those in need, especially those who have lost loved ones; he also coordinates holiday gift baskets to isolated, ill or grieving RCMP Veterans and their families. Ron regularly goes above and beyond, advocating tirelessly for rights, information, support and assistance for the RCMP Veterans community.

When we saw the invitation for nominations, we certainly felt that we needed to nominate Ron for this, because Ron had been outstanding in what he's done and how he's been able to affect change and affect making other people's lives better. Not only within our [RCMP] Association, but around him. Ron was, in all essence, the face of our Association to those in need. Not only was he that first call, but he also ran a program of visitation. It’s part of who we are, being able to make sure that families are supported. And Ron took that to the 10th degree.

Ron has not only inspired the people that he's worked with to help, but he's also inspired others within our Association to take on other areas of responsibility. It's truly remarkable the things that he has been able to accomplish for the Association - through his advocacy work, through his volunteerism, through his looking out for others.

Ron, you have made a difference. You have made a difference to other people's lives. And we took the opportunity to make sure that you got recognized for this as well. So congratulations, Ron.

Robert Hemlow

Robert Gregg Hemlow, a Cyprus Peacekeeping Veteran known to many as ‘RG’ joined the military as a 911 Supply Tech and, after retiring in 2003, has been involved in supporting and advocating for the Veterans community ever since. Robert spent over 10 years as an Army, Navy & Air Force Veterans in Canada (ANAVETS) service officer and decades as a Royal Canadian Legion member. Giving generously of his time, Robert also volunteers countless hours at the local Veterans food bank and with VETS Canada. He also organizes holiday activities and visits for Veterans at the Deer Lodge Hospital, and fundraises with proceeds going to a long list of organizations including Homes for Heroes, Highway for Heroes, Forging Ahead, and Red Rose Ranch Veterans Horse Camp.

R.G.’s work within the community has been on many different levels. He's worked with the homeless, he's worked with homeless Vets, he's got them shelter when they needed it. Other Veterans that he goes and visits when they're shut in - brings a lot of joy to them, knowing that there is somebody out there that takes the time and really wants to know how they're doing and to help them out.

The work that he does throughout the community, Veteran and otherwise, is outstanding. R.G.’s work with the ANAVETS and with the provincial command and his unit has really allowed me to have a guy that I can count on. And when I mean count on I mean every time. Anybody can always count on R.G. If you ask him to do something, he's going to get it done.

R.G., I hope you know that what you do for all of us and all the Veterans in our and your community is above and beyond. You set the example, you set the standard. And we all should be better people if we come close to what you do.

William Sergeant

William Sergeant served in the Canadian Armed Forces as an Aerospace Engineer for almost 40 years. A man who is described by his friends as an individual who is always thinking of others and has spent a lot of time volunteering with various Veteran organizations. He’s been a member of the Royal Canadian Air Force Association 441 (Huronia) Wing for the last 15 years and is currently serving as Chairman for the Wing. William has spent many hours visiting Veterans in long term care facilities and volunteering to speak with students in schools to educate them on the importance of Remembrance Day.  

Joseph E. L (Larry) Gollner

Joseph Gollner is a lifelong Veterans Advocate. In 2002, upon seeing the complex needs of Veterans returning from Afghanistan, he established the Volunteer Patricia Program, a program that became part of an ongoing national Veterans helping Veteran’s program. He has also been part of the Canadian Peacekeeping Veterans Association for 20 years. He was the main advocate for the creation of the Office of the Veterans Ombud and instrumental in the drafting of the original Veterans Bill of Rights. He was a member of the Veterans Ombud council for ten years when the Veterans Ombud and Council were successful in having the Cabinet significantly refine and improve the New Veterans Charter. 

Dr. Timothy Black

Dr. Black is an Associate Professor of Counselling Psychology and Department Chair in Educational Psychology and Leadership Studies at the University of Victoria. He has worked with the Canadian Military and Veteran Community as a clinician and researcher for 20 years with a focus on group counselling for PTSD and transition to civilian life.

He is the co-founder and lead researcher of the COPE (Couples Overcoming PTSD Every day) Program where he learned the many benefits that come from including spouses in programs for PTSD, such as enhancing relationship satisfaction and reducing isolation and shame in Veteran families.

Dr. Black also helped the organization of the 2016 CIMVHR Forum in Vancouver and was named a CIMVHR Research Fellow in 2017. Dr. Black is one of the founders of the Veterans Transition Program and is the former National Clinical Director for the Veterans Transition Network.

Lieutenant-General (Ret’d) Louis Cuppens, C.M.M., C.D.

Lieutenant General Louis Cuppens was born in Nijmegen in the Netherlands during World War II. Canada so influenced his family that they immigrated to Canada in 1950, and he chose to spend his adult life in the service of Canada as a member of the Canadian Armed Forces. After 10 years in the Army, he transferred to the Air Force and rose steadily through its ranks until his retirement in 1998, after 38 years of service, as Deputy-Commander-in-Chief of the North American Aerospace Defense Command. He is past president of the New Brunswick Aerospace and Defence Association, past chair of the Defence Committee of Dominion Command of the Royal Canadian Legion, past National President of the Last Post Fund, and has served in various executive positions in the Corps of Commissionaires, as well as serving as the National President of the United Services Institutes. Mr. Cuppens’ lifetime work and dedication to help Veterans has greatly contributed to the betterment of Canada’s Veterans.

Ken Reimer

For 71 years, Ken Reimer contributed much of his time and energy to the Royal Canadian Legion. Having served in the Second World War himself, the comradeship he felt with fellow Veterans turned into a dedication to help those in need.

After joining the Legion in 1948, Ken became an important member of the Chatsworth Legion Br. 464 in 1985. There, he held the position of Service Officer for 11 years, only retiring from that role in 2018.

During his time as Service Officer, Ken supported many individuals with Veterans Affairs claims, often travelling great distances at his own expense to secure new resources. He also kept a constant eye on local Veterans, ensuring their basic needs were met.

Ken always made time to help and continually went above and beyond the call of duty. His generosity and determined efforts have not gone unnoticed, earning him the utmost respect from his community.

Luc O’Bomsawin (1957-2019)

Luc served with the Canadian Armed Forces for eight years as a telecommunications specialist and on the crew of the 12e Régiment Blindé du Canada. As a Veteran himself, Luc’s vision played a crucial part in the creation of the Aboriginal Veterans Autochtones (AVA,) an organization that represents the interests of Canadian Aboriginal Veterans and serving members who are of Aboriginal descent. He currently holds the position of Vice President and acts as a Provincial Director for Quebec.

In his time on the Ombudsman’s Advisory Committee, Luc brought thoughtful and sound advice to the table. He is an advocate and voice for Aboriginal Veterans and their families, especially those who are living in remote communities with little access to health and home care services. His guidance is often offered up to those who require assistance obtaining those services, and he maintains communication with his area Members of Parliament in pursuit of fair treatment for Aboriginal Veterans.

Luc’s commitment to fairness and unwavering care for those who have served has positively impacted the daily lives of many individuals. He is held in high esteem by colleagues, friends, and Veterans across the country.

Joseph Paquette

Earlier this year Mr. Joseph Paquette received a Veterans Ombudsman Commendation for Lifetime Contribution from Craig Dalton at the Credit River Métis Community office in Brampton.

Mr. Paquette is President of the Métis Nation of Ontario Veterans Council and a member of the Aboriginal Veterans Autochtones. Mr. Paquette served with the Lincoln and Welland Regiment and the Queen’s Own Rifles of Canada and has actively promoted his Métis heritage and the contributions of his fellow Métis veterans locally, provincially, and nationally.

We salute Mr. Paquette for his continued leadership and advocacy on behalf of Veterans and their families.

Robert Thibeau

Captain (Ret’d) Robert Thibeau served in the Canadian Armed Forces for almost 38 years. Proud of his Indigenous heritage, Robert was heavily involved with Indigenous programming within the military. Now retired, he is an active and committed volunteer in the Veterans Community.

Robert is a well-respected and valued leader in the Aboriginal Veterans’ community and is often approached for advice and wisdom on matters related to Indigenous Veterans and still serving members. He is the founding member and president of the Aboriginal Veterans Autochtones, an organization dedicated to advocacy, community service and remembrance. As a representative of all Aboriginal Veterans, he has conducted culturally-significant ceremonies during overseas commemorative events, and taught numerous Indigenous Awareness courses to members of the Canadian Armed Forces (CAF).

His testimony before the Standing Committee on Veterans Affairs led to a cross-country tour during which Committee members received input and advice from Indigenous Veterans through a series of town hall meetings. In advance of visits to Indigenous communities, Robert guided Committee members to ensure they were aware of appropriate cultural protocols and practices.

Robert is an active participant in numerous activities related to the well-being of all Veterans and still serving CAF members. True Patriot Love Foundation, the Veterans Transition Network and the Royal Canadian Legion are just a few of the organizations that benefit from Robert’s ongoing commitment and dedication.
